Gateway restart drops in-flight requests

Status

When the gateway restarts during a deploy, requests in flight return 502 instead of being drained.

Steps to reproduce

1. Send sustained traffic at 50 rps 2. Trigger gateway restart 3. Observe 502s in client logs

Expected

In-flight requests should be drained gracefully.

Actual

~2-3% of requests return 502 during restart window.
